Meta-evaluation of the impacts and legacy of London 2012

The Department for Culture, Media and Sport wishes to evaluate the extent to which the various legacy benefits are realised and is seeking expressions of interest for a project to undertake a meta-analysis of the outputs of other evaluations, conducted by government departments and others, of 2012 Games initiatives (a "meta-evaluation").
The aim of the meta-evaluation is to produce robust and comprehensive evidence about the legacy and impacts of the 2012 Games that will be used to help:
Contribute to the delivery of the 2012 Games legacy;
Maximise the wider economic, social, regeneration and sporting benefits associated with the 2012 Games;
Ensure value for money for programmes;
Improve future Government policy design and delivery; and.
Inform the successful delivery and legacy of other UK mega events.
The meta-evaluation is envisaged to consist of four phases:
Phase 1: Feasibility study and baseline analysis (outputs during 2010/11).
Phase 2: Interim evaluation (output during 2011/12).
Phase 3: Summative evaluation (output during 2012/13).
Phase 4: Final summative evaluation.
The project will likely require experience and expertise in: meta-evaluation, evaluation of large-scale public
sector projects, economic analysis, action research, stakeholder engagement, mapping and literature reviews.
Experience in primary research (quantitative and qualitative) and fieldwork capability is also likely to be
necessary in order to fill gaps in evaluation activity. Bids from collaborative consortia that have the broad range of skills required will be encouraged.
The most appropriate category for the estimated value of the requirement is 1 000 000 - 5 000 000 GBP.
This will be an independent, rigorous and innovative meta-evaluation of one of the most high-profile events
the UK has ever hosted, and researchers are expected to consider contributing significant funding towards the project.
